The 2nd Forum brought together representatives of local, regional and national governments, representatives of multilateral organizations, academia, and institutions of international cooperation, as well as social and economic actors, including networks of enterprises, from 67 countries from diverse regions of the world. The conclusions focused, in a context of global economic crisis, on the instruments for creating public-private partnerships at the local level, in particularly by facilitating decentralization policies and the interaction between the public sector, civil society and the private sector.
