The 3rd World Forum on Local Economic Development (LED), which will take place in Turin (Italy) from 13 to 16 October 2015, is part of a process started in 2011 with the organization of the First World Forum on Local Economic Development which addressed the issue of “Planning, Economy and Local Governance: new perspectives for times of change”. The Forum was held in Seville (Spain) in October 2011 and provided the opportunity to present the territorial experiences of 47 countries on how to fill the gap between the contextualization of the economic development and its practical application for sustainable human development.
In October 2013, the Second World Forum on Local Economic Development was held in Foz do Iguaçu (Brazil). It was organized by several Brazilian institutions such as Itaipu Binacional and the Brazilian Support Service for Micro and Small Enterprises (SEBRAE), in collaboration with the global network of United Cities and Local Governments (UCLG), the Andalusian Fund of Municipalities for International Solidarity (FAMSI), the Organization of the United Regions (ORU FOGAR) and the United Nations Development Programme (UNDP).
The 2nd edition of the Forum on LED gathered together representatives of local, regional and national authorities, representatives of multilateral organizations, academia and representatives from institutions engaged in the field of international cooperation, as well as actors of the civil society and social and economic networks coming from 67 countries in representation of the different regions of the world. The outcome of the 2nd World Forum on LED: “Dialogue between territories: other views of local economic development” focused, in a context of global economic crisis, on the instruments for promoting public-private partnerships at the local level, in particularly by facilitating decentralization policies and the interaction between the public sector, civil society and the private sector. During the closing plenary session Turin’s nomination to host the 3rd World Forum on LED in October 2015, in conjunction with Milan EXPO 2015, was confirmed. In September 2016, in the framework of the United Nations Development Summit in New York, Member States are expected to adopt the new post-2015 development agenda and its Sustainable
Development Goals 2015-2030 (SDGs), whose definition process has repeatedly emphasized the importance of the local level. The 2015 EXPO will be held from May to October 2015 in Milan, hence, the 3rd Forum of Local Economic Development will be held under a context in which the relationship between local and global dimensions will provide a starting point of reflection and dialogue on the importance and potential of local economic development.
